He wasn’t simply talking about the soviets. They weren’t a a secret society, though they were secretive. Its obvious as he elaborates in the speech that he is referring to a system of control much broader in scope.
The central banking conspiracy is a fact not a question. You need only look at the Fed Reserve who dictates monetary policy in utter secret and to our detriment. That is the text book definition of a conspiracy.
It is only bc of secrecy that we can only theorize on specifics.
